At its Oct. 7 meeting the Milan City Council approved a set of routine motions and discussed parks and bicentennial planning.
Consent and permit decisions included approval of citywide Trick-or-Treat on Friday, Oct. 31, 2025, from 6:00 p.m. to 8:00 p.m., and two traffic-control orders (TCO 2025-14 and TCO 2025-15) placing stop signs on North Street at East Miller Avenue; the consent agenda passed unanimously. The council also approved DTE easements at 25 Gump Lake Road and 25 Park Lane.
On contracts and leases the council approved a five-year extension agreement with F & V Operations to run Milan’s water and wastewater plants, subject to final legal review, and a five-year lease with UTEC at a price not to exceed $1,600 per month; both motions passed unanimously. Council also approved bills payable and payroll totaling $812,008.08.
Community Engagement Director Jill Tewsley summarized Parks and Recreation Commission survey results, noting repeated requests for a community pool, improved park advertising and better trail connections. Council discussed Milan’s bicentennial and chose 2030 as the year to mark initial celebration planning; Tewsley will lead planning efforts.
During public comment Carrie Ritchie, identified in the minutes as vice president of the Downtown Development Authority, addressed the council (the minutes record that she spoke but do not provide a subject).
