The Milan City Council on Oct. 7 gave a first reading to Ordinance 2025-03, a measure that would require inspection of commercial properties whenever there is a change in use, occupancy or ownership and would require a new certificate of occupancy to confirm compliance with city codes. Councilmember Snyder moved the first reading; Councilmember Kerkes seconded, and the roll call showed six ayes, zero nays and one absent.
If enacted after subsequent readings, the ordinance would require property owners and new occupants to apply for and receive a certificate of occupancy before resuming or changing commercial activities. The council added a 90-day provision to the approved first-reading motion; further readings and final adoption will be required before the rule takes effect.
The ordinance text in the minutes describes its purpose as confirming compliance “with all existing city ordinances and adopted codes.” The minutes do not record additional public testimony or staff presentations tied to the ordinance at this meeting. The council’s action on first reading advances the measure to the next legislative steps required by the city code.
