Planning commission tables multi-chapter Land Use Code amendments after packet error

The Grantsville City Planning Commission on March 3 discussed proposed amendments to Chapters 2, 4, 6, 7, 8, 9, 14, 15, 16, 20 and 21 of the Grantsville City Land Use and Management Code and unanimously voted to table the item so corrected redlines can be provided to the Commission and the public.

Planning and Zoning Administrator Shelby Moore told commissioners that when the Word document was converted to PDF for the packet, the redlined changes were not included and that the redlines were important for both the Commission and the public to review. For that reason she recommended the item be treated as a discussion and tabled to a future meeting.

Moore reviewed substantive edits proposed in Chapter 2 (Definitions), including reorganizing sign-related definitions into Chapter 20, revising the clear view site triangle to a 30-foot measurement from the back of the sidewalk, reorganizing street and driveway definitions, expanding housing-type definitions (including fourplexes), and clarifying stormwater infrastructure cannot be counted as open space in subdivisions.

Commissioners queried how “detrimental impacts” for conditional uses would be evaluated under Utah law; City Attorney Tysen Barker explained conditional uses generally must be approved unless detrimental impacts cannot be reasonably mitigated. Commissioners also discussed definitions for dwelling units, Family Food Production, front yard/corner-lot designations, geologic hazards, environmental impact assessments, and swimming pool definitions. Staff noted several minor drafting and numbering issues to correct.

Commissioner Cameron Moulton moved to table the amendments so staff can provide corrected documents; the motion passed unanimously. Staff said the item will return when the redlined version is available for review.
