Milan City Council approves ordinance on 4–3 vote, authorizes DDA loan and signs police agreement

The Milan City Council on Sept. 2 approved several formal actions, including the second reading of Ordinance 2025-02, a loan to the Downtown Development Authority, and a letter of agreement with the city's police union.
Ordinance 2025-02, an amendment to Chapter 14, Article II, Section 14-19 to clarify language on investigation of applicants and permit/license records, passed on a roll-call vote. Motion to approve the second reading was made by Councilmember Stafford and seconded by Councilmember Thompson. The roll-call vote reported Ayes — Kerkes, Kolar, Stafford, Thompson; Nays — Kofflin, Snyder, Wayne. The motion carried 4–3.
Council also approved Resolution 2025-12, authorizing a loan to the Downtown Development Authority. Councilmember Kerkes moved the resolution; Mayor Pro-Tem Wayne seconded. The motion carried unanimously.
In labor business, the council approved a letter of agreement between the City of Milan and the Milan Police Officers Association and authorized City Administrator Jim Lancaster to sign it. Councilmember Thompson moved to approve the letter and Councilmember Stafford seconded; the motion carried unanimously.
Finance motions reflected the agenda amendment made at the start of the meeting: an added payment application of $351,409.85 increased the bills payable total. The council later approved bills payable and payroll totaling $622,557.96 on a motion by Councilmember Kerkes, seconded by Councilmember Stafford; that vote was unanimous.
Next steps: the ordinance adoption follows the council's formal approval at second reading; the loan and the signed agreement will proceed per the motions approved at the meeting.
