Orange Beach council approves routine resolutions, awards bids and adopts vending restriction on vaping devices

Orange Beach — At its March 18 meeting the Orange Beach City Council approved a slate of routine resolutions and procurement actions, postponed one construction award while staff confirmed contractor licensing, and adopted a change to the municipal code to add vaping to the definition of smoking.
Council adopted a resolution to set rental agreement terms and scheduled fees for use of the Orange Beach Sports Complex, and unanimously approved authorization for a Coastal Weather Research Center grant with the University of South Alabama.
The council approved authorization to purchase surplus parcels for the purpose of widening Russian Road and authorized the mayor to negotiate and execute related real‑estate purchase agreements. Council also adopted a professional services agreement with Thompson Engineering for transportation/traffic engineering services and approved a master professional services agreement for short‑term rental identification and monitoring as the city transitions from a previous vendor; the finance director said the new contract is on the state contract and is lower cost.
A resolution awarding a contract for construction of pickleball courts and associated site work (amount not to exceed $2,000,075) was presented but postponed to the April 2 council meeting after staff reported a potential licensing issue with the apparent low bidder; staff noted the city may move to the second‑lowest bidder (roughly $10,000 difference) pending state action.
Other adopted bids and awards included annual grinding of vegetative debris to Mobile Forest Products (unit pricing), a boiler package for the utilities department to Gym House ($188,850), and 2025 roadway resurfacing to Arrington Curb Excavation ($430,395). Council also authorized a performance by River McLean Motorsports and renewed a taxi franchise for July Enterprises doing business as Coastal Express Shuttle.
On ordinances, council moved for unanimous consent and adopted a first‑reading ordinance amending Chapter 38 to add vaping to the definition of smoking and to prohibit tobacco/nicotine vending machines; roll calls recorded affirmative votes.
Mayor Kenning called the motions and each resolution passed by voice or roll call as recorded on the agenda.
The council also approved an appointment of Tony Kennan as the city’s voting delegate to the Alabama League of Municipalities convention in May.
