Raeford councilors Boyles, McKinnon-McLean and Sandy sworn in; Allen named mayor pro tem

At the Dec. 4 Raeford City Council meeting Judge Regina Joe administered the oath to newly elected councilors Johnny H. Boyles, Jackie McKinnon-McLean and Ricky L. Sandy. The council unanimously appointed Charles Allen as mayor pro tem and named Boyles the city's delegate to the Lumber River Council of Governments.
Three newly elected members of the Raeford City Council were sworn in Monday, and the council made immediate leadership and board appointments.
District Court Judge Regina Joe administered the oath of office to Johnny H. Boyles, Jackie McKinnon-McLean and Ricky L. Sandy, each for four-year terms set to expire in December 2027. Applause followed the installation, and Mayor John K. McNeil thanked Judge Joe for administering the oath.
Shortly after the swearing-in, Councilman Johnny Boyles nominated Councilman Charles Allen to serve as mayor pro tem; Councilman Wayne Willis seconded the nomination. The motion carried unanimously. The minutes record the mayor pro tem term as two years, with an expiration date of Dec. 1, 2025.
The council also voted unanimously to name a delegate to the Lumber River Council of Governments. Councilman Wayne Willis nominated Councilman Johnny Boyles to replace outgoing Councilman Robert Conoly; Councilman Ricky Sandy seconded the motion.
By common consent the council agreed to cancel the Jan. 1, 2024 council meeting because the city observes New Year's Day. The meeting record shows no dissent to that scheduling change.
The council entered an executive session for attorney-client privilege and later reconvened in open session; both motions to enter and to exit executive session were recorded as unanimously carried. The meeting adjourned after routine motions and signatures on the minutes.
