Chris Lane, Northern Township administrator, testified that Northern expects a formula‑derived aid amount of about $400,000 once fully realized and that Northern will be an operating city in 2027. Lane said the township is undertaking a roughly $20,000,000 regional wastewater project (phase 1 at about $13,000,000) that does not itself receive LGA proceeds but creates operating pressures the LGA timing correction would help manage. “This is not increasing LGA beyond what the formula provides. It ensures that a newly incorporated city receives the amount the formula already supports on a timeline that reflects when it is actually functioning as a city,” Lane said.
Committee staff explained that cities do not need to come to the legislature to receive LGA: if a city incorporates before July 1 it is eligible for LGA the following calendar year; if incorporation occurs later in the year eligibility shifts another year. In Northern’s case, staff said the current timing would make Northern eligible in 2028 unless legislation adjusts timing.
Members generally expressed support and appreciation for the local example. The chair moved HF4161, as amended, and the committee laid the bill over for possible inclusion in the omnibus tax bill.
