City planning staff brought forward an ordinance amendment to the Blaine zoning code that would remove detached accessory dwelling units (ADUs) from all residential districts, retain attached ADUs, and reorganize performance standards. The item follows an interim moratorium the council enacted in June 2025 and workshops in late 2025 and January 2026.
