The motion, made by board member Alex Stedman and seconded by Ronn Stangeland, passed unanimously. The projects identified for state submission are Carrington Creek Cleanout, Estabrook Drain and Kelly Creek; Doug Zink moved the separate motion to submit projects and Jeff Edland seconded.
Engineer Jennifer Malloy reported that the state had not yet responded to her request for verification of a prior stream crossing determination. The board voted (motion by Ronn Stangeland; second by Jeff Edland) to have Doug Zink attend Rose Hill and Estabrook township meetings to discuss the state’s determination letter with local officials and landowners.
Board members said their intent is to complete the Carrington Creek cleanout work in 2026; Stedman’s motion specifically directed Apex to prepare the technical scope and directed Secretary/Treasurer Dianne Straley to prepare the documentation needed to obtain landowners’ approval.
The board did not set contract amounts for the work at this meeting; it approved only the preparation of scope and the submission of project packages to the state for review.
The board added a "2027 Legislative Update" to the agenda during the meeting and noted that Kale Van Bruggen is drafting a proposed water-resources bill, but no legislative action was taken.
The board is scheduled to reconvene April 8, 2026.
