The council unanimously approved a grant agreement with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for a Technical, Managerial, and Financial (TMF) grant of $269,311 to support local infrastructure work. Councilmember Snyder moved the grant agreement and Councilmember Kofflin seconded; the motion carried unanimously.
The city also approved an amendment to its dispatch services agreement with Washtenaw County dated July 12, 2022, for $78,410 (motion by Councilmember Kerkes, seconded by Councilmember Stafford). The council authorized two collective bargaining agreements: one with the Milan Police Officers Association of Michigan and one with the Milan Technical, Professional and Office Workers Association of Michigan, authorizing the mayor, city administrator and city clerk to execute both agreements on the city's behalf.
For utilities work, the council approved a proposal from J.K. of Michigan to install a lift-station pump and wiring at Cherry and Marvin streets for an amount not to exceed $25,000 (moved by Councilmember Kofflin; seconded by Councilmember Stafford). The council also approved year-end budget amendments for the fiscal year ending June 30, 2024, and voted to pay bills and payroll totaling $287,604.14.
On traffic control, the council passed Traffic Control Orders TCO 2024-13-T and TCO 2024-14-T to place stop signs at northbound and southbound North Street at East Miller Avenue and at northbound and southbound Marvin Street at East Miller Avenue. The motion, moved by Mayor Pro-Tem Kevin Wayne and seconded by Councilmember Kerkes, passed 6-1; the transcript records the tally but does not identify the nay vote by name.

City Administrator Jim Lancaster reported that Michigan Department of Transportation work on the Milan-Oakville bridge is expected to finish by the end of June, after which construction on Plank Road will begin. City Clerk Lavonna Wenzel announced that absent voter ballot applications were mailed June 3 for the August 6 primary. Community Engagement Director Jill Tewsley said the "Live from Tolan Square" events will begin June 7 and will be held on an empty lot just west of Tolan Square on Main Street while construction in the square is completed.
The council approved routine consent items including the F&V operations report for April and a Downtown Development Authority request for a sidewalk sale on June 22. A schedule item set the council's next regular meeting for June 18, 2024, with an agenda deadline of June 12.
