Waupaca County board transfers $500,000 to cover Finance Office remodel cost overrun

Waupaca County Board of Supervisors on Dec. 19 approved a $500,000 transfer from the General Fund Unassigned Fund Balance to the Capital Improvement Fund to cover a shortfall in the Finance Office Suite remodel budget. The board adopted Resolution No. 27 (2023–2024) by a 23-0 vote.
The transfer follows near-completion of schematic design work by Dimension IV–Madison Design Group, which the resolution says revised the project estimate to $1,240,000 from the $764,000 amount included in the county’s 2024 budget. The schematic design was reported to be 99% complete as of Nov. 28, 2023; the plan calls for reuse and reallocation of existing fixtures and furniture where appropriate as a cost-saving and waste-reduction measure.
Supr. Zaug moved to adopt the resolution; Supr. D. Johnson seconded. The resolution directs a $500,000 transfer from the General Fund Balance Unassigned into the Capital Projects Fund and to Finance–Outlay to cover the remodel increase.
The board’s vote finalized the budget amendment and allows the project to proceed into later design and implementation phases. The resolution was recommended for introduction by the Waupaca County Public Property and Finance Committee and was approved as to form by the corporation counsel in the meeting record.
Next steps: with funding adjusted, the county may proceed with detailed design and contracting phases; the resolution does not specify contract awards or construction timing.
