Commission ratifies $110,420 agreement for Code Blue winter overflow services

Davis County commissioners unanimously approved ratification of an agreement with the Utah Department of Workforce Services to fund Code Blue winter overflow services, a receivable listed at $110,420 for the period Oct. 15, 2025–April 30, 2026.

Kent Anderson, who presented the item for community economic development, described the agreement as a county receivable to support warming and overflow services this winter. He noted the program is under active use and highlighted operational details, including use of hotel/motel vouchers to place clients in housing when appropriate.

Ryan Parker, the county's new housing and homeless coordinator, said the warming center and overflow services have already been activated several times. "We've already had a few code blues and people have already been coming receiving services and the volunteer outpour and the support from the community has been overwhelming," Parker said. He also said some families have been placed using hotel vouchers.

Commission discussion praised the cross-departmental and community volunteer response; county staff reported more than 300 volunteers had signed up to support operations. On a motion, the commission approved the ratification unanimously.

The agreement is effective through April 30, 2026; staff said it provides financial support for county-run Code Blue overflow services but did not present additional line-item budget detail during the meeting. The commission did not request further public hearings on this item and directed staff to continue coordinating with community partners to run the winter overflow program.
