Commissioners approve Open Plaza engineering work and a hazard-mitigation plan update

The Carbon County commissioners approved two planning-related professional services contracts on March 5 aimed at site and county-level resilience planning.
The board authorized Keystone Consulting Engineering to prepare PennDOT Highway Occupancy Permit plans for the county parking area adjacent to the Jim Thorpe train station at Hazard Square at an estimated cost of $18,000 (agenda item #26-164). Commissioner Rocky C. Ahner noted the county will be giving up 14 parking spaces and urged that project planning include a walkway and traffic barriers to protect pedestrians and preserve traffic flow.
Separately, Planning & Development’s request to contract with MCM Consulting Group, Inc. to update Carbon County’s Hazard Mitigation Plan was approved on a professional services agreement not to exceed $59,486; the contract will terminate March 31, 2027 (agenda item #26-165). The mitigation-plan update will guide county disaster-risk reduction and resilience investments.
Both motions were approved unanimously. Next steps include finalizing PennDOT permit submissions for the Plaza work and beginning the mitigation-plan update work under the contracted scope and timeline.
