Generation audit and fixes

Audit of the draft article against the Issues Rules identified a small set of typographical and transcription-derived issues (misspellings in names and a garbled adjournment time). All identified issues were corrected in the revised article: speaker names normalized where clearly indicated in the minutes and ambiguous time text was not invented. No substantive factual changes beyond normalization were made.
