Lipscomb County adopts cemetery policy for Higgins and Lipscomb

Commissioners adopted a Lipscomb County cemetery policy effective Jan. 1, 2026, setting maintenance rules, a $200 initial plot purchase, vault and monument foundation requirements, and limits on plantings and decorations.
The Commissioners Court adopted a countywide cemetery policy governing maintenance, monument placement and plot purchases for the Higgins and Lipscomb cemeteries.
The policy, effective Jan. 1, 2026, specifies that county maintenance is limited to mowing and trimming; additional plot maintenance is the responsibility of plot owners or family members. The policy requires vault containers for casket burials and specifies that cremation burials must be at least 12 inches below ground surface. Monuments must be placed on concrete foundations and the county must be notified before monument placement. The policy sets an initial purchase price of $200 per deeded plot and requires removal of flowers no later than June 15 each year; glass is prohibited. The policy also states that plantings that encroach on other plots, walkways or driveways may be trimmed or removed by the county and that any chat or rock must be contained by curbing and a concrete floor is suggested when using chat.
Commissioner Dan Cockrell moved to approve the guidelines as presented; Commissioner Juan Cantu seconded the motion, which carried unanimously.
The court directed county residents with questions to contact the Commissioner of Precinct 4 for further information.
