Weston advances first reading of land-development code changes, adds HOA notice requirement

The Weston City Commission on March 2 approved on first reading an ordinance updating portions of the city’s land-development code that govern site-plan and notice procedures.
Jim Hickey, director of development services, told the commission the changes to Title 12 are largely minor and procedural but include two notable clarifications: a requirement that homeowners associations and maintenance associations be included among mailed notice recipients and specifications for the size and return address of mailed envelopes so residents are less likely to mistake notices for solicitations. Hickey also said the update adds digital filing language and fixes scrivener’s errors.
Vice Mayor Henry Mead and Commissioner Fabio Andrade praised the HOA-notice change. Commissioner Andrade asked whether the update would add fees for applicants; Hickey answered, “That is correct” when confirming there would be no additional fees. Mayor Margaret Brown asked whether notices would be mailed or sent electronically; Hickey said the code still requires mailed notice, that applicants prepare and mail notices and that the ordinance clarifies use of a standard number-10 envelope with a city return address.
Vice Mayor Mead moved to advance the ordinance on first reading; Commissioner Andrade seconded. The roll-call vote was unanimous.
What’s next: The ordinance was approved on first reading; it will return for a subsequent reading and formal adoption per the city’s ordinance schedule. Staff offered to provide the commission with the finalized notice language and to coordinate with the city attorney on the envelope- and mailing-related wording.
