DOT denial forces redraw of Scotland Town Hall site plans; Town Hall septic replacement awarded to low bidder

Scotland officials told the Board of Selectmen on Aug. 27 that the State Department of Transportation denied the town’s encroachment permit for Town Hall sitework, prompting a redrawing of plans to meet DOT sight-distance requirements. The civil engineer completed a line-of-site and drainage study; DOT sought a 460-foot sight distance that required additional site adjustments and the removal of trees. The town completed 90% site drawings and sent the package for cost estimation, with responses expected around Sept. 5.
At the same meeting officials also reported the Town Hall septic tank is failing and needs replacement. The town issued requests for proposals to six contractors; Wrana Construction of Columbia submitted the lowest bid at $12,000 and was selected. The project will proceed when Town Hall is closed to minimize disruption.
The town has incurred $265,000 in Town Hall renovation costs to date and received $237,000 in reimbursements; the town’s share to date is roughly $28,000. Officials said additional permitting and cost estimates will guide next steps for sitework and tree removal to satisfy DOT requirements.
First Selectman Dana Barrow Jr. and staff will continue coordination with DOT and cost estimators; the Board set no further votes on the project at the meeting beyond the prior bond authorization and planned Special Town Meeting.
