A man identified only as Tom, who said he is from Lebanon, told the Scotland Planning & Zoning Commission on May 21 that he is interested in developing land on Rood Road to help address the town’s affordable-housing needs. Tom said the developer envisions owning the land and leasing homes — possibly manufactured, modular or mobile units — with maintenance included, but gave no pricing specifics.
