The Appleton finance committee on Dec. 8 approved a 2025 budget amendment adding $32,975 to the general fund for the police department drawn from asset-forfeiture proceeds.
Alder Hartzheim asked what asset-forfeiture funds have been used for in the past and whether amounts of this magnitude are typical. A council staff member representing District 4 replied that, after state shares are returned, the city has typically used retained proceeds to purchase equipment not otherwise covered by the department's budget. "In the past, I believe it's been used for equipment that's not otherwise covered within the budget so that the police department can have some other funds for those items," the official said.
Alder Hartzheim pressed whether this particular amount represented an unusual balance; staff said they did not know the detailed history of amounts but confirmed the funds are released only after cases clear and are then available for use. The committee voted 4-0 to approve the budget amendment.
