Finance committee approves budget amendments, grants and contracts in unanimous vote

The Appleton finance committee on Dec. 8 unanimously approved a package of budget amendments, contract awards and grant acceptances that included public-works contracts, write-offs and a Department of Natural Resources outreach grant.
The committee approved a 2025 budget amendment adding $32,975 to the general fund for the police department (asset-forfeiture proceeds), accepted a $65,000 DNR community outreach grant for private-side lead-service-line outreach, and authorized multiple contracts: a water-main reconstruction award not to exceed $392,000, a parking-structure roof contract amended to a not-to-exceed $2,236,190, a pond-dredging award not to exceed $131,783.02, and a phase-1 MCC replacement at the Appleton Wastewater Treatment Plant with a project cap of $1,765,995. The committee also approved write-offs totaling $78,595.60 ($62,590.10 in accounts receivable and $16,005.50 in personal-property tax).
Committee members asked several clarifying questions during discussion. Alder Hartzheim asked how asset-forfeiture funds have been used in the past; staff said portions are returned to the state and retained proceeds have historically been used for equipment not covered in the regular budget. On the DNR grant, staff confirmed the $65,000 is for community outreach only and not for direct mitigation work. Deputy Director Gruffert told the committee the CIP includes $3.8 million for 2025 and staff expect sufficient funds to complete both phases of the wastewater MCC replacement project.
