Finance Director Wes Park told council that general fund revenue for the month ending Sept. 30, 2025, totaled $2,289,517 compared with $2,312,267 for the three months ending Sept. 30, 2024. He reported general fund expenditures for the month were $4,217,643 of a $16,442,894 budget (25.65% of the year-to-date budget) and said both revenues and expenditures were slightly below the prior year; he described the county’s fiscal position as sound and said a finance-program update is planned for December.
County Administrator Wilson A. Clyburn said the new Marlboro County downtown greenspace is almost finished; he said it was paid for with leftover USDA parking-lot grant funds and Local Accommodation Taxes, which state statute designates for image- and tourism-related expenses, and that no general-fund dollars were used. Clyburn said the county will seek council guidance on naming the park.
Administrative Services Director Doris Sumpter outlined the EMS hiring and orientation process, noting interviews, background checks, bloodwork and scheduling accommodations designed to align with incoming employees’ availability. Clyburn also noted the county will sponsor a Dillon County high-school football game and that the City of Bennettsville recently approved schematics for a planned aquatic center.
During public comment, Wendy Woods of the Pee Dee Coalition Against Domestic & Sexual Assault said she started a Resource Development role on Oct. 13 and asked the county for any possible support for the nonprofit’s fundraising activities in Marlboro and surrounding counties. Councilmember Pearly Lawson thanked participants for Breast Cancer Month events and recognized community fundraisers.
After routine approvals and the substantive items summarized above, the council adjourned at 7:30 p.m.
