Marlboro County funds detention center engineering, approves solid-waste RFP and hears budget update

Marlboro County Council approved several administrative and capital items on Nov. 13, including $69,000 to fund engineering inspection work at the county detention center, authorization to issue an RFP for solid waste services, approval of the 2026 holiday schedule, and first reading of an ordinance amending the multi-county industrial park agreement with Darlington County.
Warden Bragg told council that the 1996 detention center has "excessive moisture causing mold throughout the building," and said the requested $69,000 is for an inspection only; repair cost estimates would be presented after the inspection. Dr. Damien Johnson moved to fund the inspection and Mr. Jason Steen seconded; the motion passed unanimously.
Finance Director Wes Park presented the month-ending Oct. 31 budget report showing general fund revenue of $3,144,658 compared with $2,644,901 for the same period in the prior year and year-to-date expenditures of $5,452,560 (33.06% of a $16,442,894 budget). Park attributed the revenue increase primarily to timing differences.
Park also presented an RFP for solid waste services with an initial contract term of July 1, 2026, through June 30, 2031 and a county renewal option; Council unanimously approved issuing the RFP. County Administrator Wilson A. Clyburn briefly explained an amendment approach for multi-county industrial park agreements and Council approved first reading of Ordinance #876 to allow annual adoption of park additions rather than seeking approval for each new industry.
Motion and votes recorded at the meeting included approval of the holiday schedule, the detention center engineering funding (motion by Dr. Damien Johnson, seconded by Jason Steen), and the solid waste RFP issuance (motion by Dr. Damien Johnson, seconded by Jason Steen). The Ordinance #876 first reading passed on a recorded vote with one abstention.
