St. Martin Parish Council rezones Old Spanish Trail to allow sorting facility; one council member dissents

The St. Martin Parish Council voted March 3 to rezone a portion of Old Spanish Trail Highway from I-1 (Light Industrial) to I-3 (Heavy Industrial-Restricted) to permit a sorting and baling facility to be operated by Acadiana Waste Services, LLC. The council amended operating hours from a fixed "7:00 a.m.–5:00 p.m., Monday–Friday" to "normal operating hours, Monday–Friday" and attached conditions including operation under NAICS code 562920, overflow parking measures to deter road traffic, and a reversion clause that would return the property to I-1 if ownership or conditions change.
The item drew public concern during the hearing. Resident David Pugh said reclassification to I-3 "opens the door to many types of businesses in a residential area," prompting the council and Parish Attorney Lee Durio to explain the rezoning process and the ordinance's limiting conditions. Council Member Carla JeanBatiste said she had "taken into consideration the concerns of the citizens," stated she opposed another dump site, and clarified what the requested operation would be. Council Member Tangie Narcisse pressed officials on the expected number of trucks entering the facility and said she was concerned for neighboring residents.
The ordinance passed 7–1, with YEAS from Hoyt Louviere, Carla JeanBatiste, David Poirier, Chris Tauzin, Corey Melancon, Vincent Alexander and Ben Clay; Tangie Narcisse voted NAY. The ordinance takes effect upon Parish Council approval and the Parish President's signature and includes explicit conditions limiting operations and ownership to CAD Holdings, LLC and Acadiana Waste Services, LLC while those conditions remain in place.
The council's action followed the required public hearing process; the clerk read the ordinance summary to the audience and the council before the vote. Parish Attorney Lee Durio and Chairman Chris Tauzin indicated the ordinance contains stipulations intended to limit the site's operations. The council did not announce additional permitting steps beyond the stated zoning and conditional language; the facility will be subject to permitting under the parish zoning ordinance and any required administrative reviews.
The council approved the ordinance as amended on March 3, 2026.
