Town staff outlines budget follow-ups, proposes pedestrian-safety revenue account

Summary
Town staff previewed the FY budget timeline and said they will create a dedicated "Pedestrian Safety Initiative" account funded by any leftover revenues from automated-enforcement devices, outlined a wage and compensation study that includes incentives for hard-to-fill roles, and recommended workload assessments before adding new positions.
David Stevens (identified in the meeting as the staff presenter) briefed the La Plata Town Council on March 24 about follow-ups from the budget work session and the next steps toward adoption.
Stevens said staff will return April 14 with a concise summary of any changes between the published March budget and the draft the council will be asked to adopt in May. He told the council staff will present final adoption materials on May 12.
On automated enforcement, Stevens said the town will create an assigned account — to be called the "pedestrian safety initiative account" — "and it will be funded entirely by any revenues that are generated from those automated enforcement devices." He said residual revenue after contractual payments would be restricted to pedestrian-safety projects such as sidewalks, crosswalks and traffic-calming improvements and that the account will be transparent to the public.
Stevens also summarized other follow-ups: a wage and compensation scope of work that includes possible targeted incentives for critical job classes, a plan to conduct workload assessments before adding code-enforcement or operations positions, a proposal to add resurfacing and equipment upgrades at Wills Park to the budget estimates, and an HR/finance review of a potential supplemental retirement (4(457)) contribution for public works employees with an estimated one-time budget impact of roughly $65,000.
Why it matters: The measures shape how the town would direct new revenue streams and prioritize capital and personnel investments. Council members asked for clear scope documents and for staff to coordinate with county officials on tax-differential and supplemental water matters.
Stevens said staff will return with specific numbers and requested council flexibility for additional meetings if needed.
