The City of Altoona Council on Nov. 3 approved a resolution declaring necessity and amending the Altoona Urban Renewal Area to add roughly 250 acres.
Finance Director Andy Lent told the council the amendment adds the property described in the amendment and that the city completed the consultation meeting with other taxing entities on Oct. 20, 2025, and that the Altoona Planning & Zoning Commission found the amendment conformed with the city's future development plan on Oct. 28, 2025. The council opened a public hearing; no one came forward to speak and the council adopted the resolution pursuant to Section 403.4 of the Code of Iowa by a 4-0 roll-call vote.
Urban renewal area amendments allow the city to place identified property within the URA boundary under state statutory procedure; the resolution references Section 403.4 of the Code of Iowa. The hearing record shows no public opposition. The amendment will proceed under the statutory process; the council did not attach additional conditions during the Nov. 3 action.
