Boulder City council amends code to add deputy public works post, approves classification changes

Boulder City council voted unanimously to approve Bill 20 92 and related classification changes that rework several city management titles and pay ranges.

Deputy City Manager Michael Maze told the council the move follows recent vacancies and a review of positions intended to improve operational efficiency and cross-cover public works and utilities functions. “With the recent vacancy of the utility director position, Mr. Thomas, after consulting with staff, determined that the position should be replaced with a deputy public works director position that would support both public works and utility functions,” Maze said.

The ordinance requires amendments to Titles 1, 2 and 9 of the Boulder City Municipal Code to add the deputy post and remove the utility director role. Council also approved updates to the class-and-compensation list that reflect ratified labor agreements, including the fire captain and clerical contracts referenced by staff.

Councilmember Walton disclosed a familial connection before the vote, noting his son serves as a fire captain. The city attorney advised that, because the council was voting on a ministerial update to wages already set in collective bargaining agreements, the disclosure did not constitute a conflict of interest. The council proceeded and approved the measures unanimously.

The council’s action is intended to consolidate duties, reduce duplication and allow staff to recruit for the newly defined positions, Maze said. He told the council job descriptions exist for the new posts and that recruitment will be internal first for one position and external for the deputy public works position.
