The drafting and recommendation subcommittee presented its February work and recommended a package of items for the commission’s consideration, including: encouraging the county to hold at least two annual meetings on the East Side; researching a dedicated funding source for public transportation; establishing an alternative enforcement and annual reporting mechanism for environmental standards; supporting arts and cultural activities in county policy; creating an interlocal advisory committee for infrastructure coordination; and urging that proceeds from Volusia Forever transactions be returned to that fund when legally permissible.
The subcommittee chair summarized meetings in February and described the process by which members and staff developed the recommended language. "We went through each of the items that was referred to us, and we tweaked the language," the chair said, adding that staff support was strong and attendance at subcommittee meetings was high.
Commissioners probed individual recommendations. Several asked for fiscal or attendance metrics for East Side meetings and raised concerns about staff time and travel costs; one commissioner noted worries about a potential future county budget shortfall and urged caution before endorsing additional meeting requirements. Proponents stressed the recommendation is nonbinding and designed only to transmit public input to county council for its consideration.
On the issue of environmental enforcement, the subcommittee proposed a reporting system that would produce an annual status report of countywide compliance to facilitate communication and limit litigation. On infrastructure, the proposal would create an advisory interlocal committee with municipal and county representatives to coordinate planning, permitting, financing and maintenance of interconnected infrastructure (excluding roads) and to produce an annual report.
After brief discussion, the commission moved the subcommittee's packet for further processing. The drafting team will take the commission’s input, work with county attorney drafters to refine language, and return the final report and ballot wording at the April 16 meeting, which the commission set for 4 p.m. in an alternate county room.
