Stevens County approves Central Square contract, opts to keep legacy dispatch data offline

County commissioners voted to approve a contract with Central Square for a ProSuite dispatch system but stopped short of a full automated data migration, after a public commenter and county staff warned that the migration was not included in contract terms and could carry large costs and security risks.
During public comment, resident Stoker warned that ‘‘data migration was not included in the contract’’ and said running the legacy LATG system alongside ProSuite could create ‘‘ongoing security risk[s], training, data privacy and information integrity issue[s].’’ He urged the county either to host the system locally or adopt a joint powers agreement rather than the proposed intergovernmental agreement.
County technical staff told the board Central Square quoted a roughly $65,000 charge for a migration and could not guarantee full functionality of migrated records. Chief Dingman reported the county ‘‘will keep LATG not hooked up to the network, but keep it on a standalone computer, so that we can still access that information’’ and that permanent, legally required records (for example, major assault and homicide case files) would be moved manually into the new system.
The board approved the Central Square contract contingent on execution of the intergovernmental agreement among participating counties. County leaders said the contingency is meant to ensure each participating county signs the IGA before the system is fully implemented.
Next steps include finalizing the intergovernmental agreement, obtaining signed contract copies from all counties, and manually migrating permanently retained records to ProSuite. Board members did not set a separate timeline for completing manual migration during the meeting.
