Carroll County approves revised five‑year roads program, moves box culvert into current year

Carroll County supervisors voted to adopt Resolution 2026‑003, revising the county’s fiscal‑year 2026 secondary roads five‑year plan and moving a box culvert project (A21) into the current year to allow expenditure of budgeted funds.

The Agency official presenting the item said the change “cleans up” the five‑year program and specifically moves the A21 box culvert forward so the county can “expend funds that way.” The official also said a separate bridge piling project (8‑21) was advanced because of greater structural concern.

Members pressed staff about the Willenberg box culvert, which has been on the program list for more than a decade. Chair raised public‑safety concerns about the site’s guardrail and a plunge pool on the outlet side, saying the condition could put someone at risk if they climbed the railing. The Agency official confirmed the county performed repairs two years ago to stop material loss and said the structure is not in immediate danger of failing but will require a nonstandard replacement because of the site grade.

After discussion about prioritization and the need to address other structural work first, a supervisor moved to approve Resolution 2026‑003, a colleague seconded, and the motion carried.

Staff said they will bring the FY27 five‑year program to the board in the coming weeks with a fuller list of priorities and placements.
