The Village Board of Willow Springs on an October 2025 evening voted to begin a formal process to consider amendments to TIF District 2 (referred to in the meeting as "TIP 2"), adopting several procedural resolutions that will open public notice, a term‑sheet negotiation and intergovernmental review.
President Nedemeyer told the board the package of four resolutions was intended to start a coordinated review rather than to make any final changes. "There's no final decisions being made with relation to TIF tonight, just beginning this process of changes," Nedemeyer said, explaining the resolutions set up an interested‑parties registry and authorize preparation of amendment documents.
The resolutions adopted include establishing an interested‑parties registry to receive notices, approving a term sheet to guide proposed amendments to the redevelopment plan, and authorizing staff to prepare an amendment to an intergovernmental agreement (IGA) necessary for changes to TIP 2. Trustees then voted on the separate motions to advance the term sheet and IGA steps; the term‑sheet motion was moved, seconded and recorded as approved by roll call.
Board materials described TIP 2 as covering the Willow Lehi development and adjacent properties and said the district, as originally configured, had an atypical term; the board is exploring whether to extend the district to a longer term to ‘‘receive the full benefit’’ and whether to set a tax‑reimbursement formula (the presentation quoted a proposed reimbursement text described aloud as "9 50 with a 30% escalator" and a true‑up provision to correct overpayments).
Nedemeyer stressed that the board was only authorizing the procedural steps required by statute and that any substantive amendments would be subject to joint review with partner agencies and later hearings. A TIF attorney will be available at future meetings to answer legal and technical questions, the board said; staff outlined tentative dates for joint briefings and public notices.
Next steps: the village will post notices as required, open the interested‑parties registry, and continue the joint review process. Any final amendment to TIP 2 would require further public hearings and approvals by the board and affected jurisdictions.
