Oak Harbor Arts Commission approves amended bylaws, forms maintenance subcommittee and tables installation celebration to workshop

The Oak Harbor Arts Commission on March 12 voted to send amended bylaws to the City Council, established a maintenance subcommittee to implement a public-art maintenance plan, and agreed to table detailed plans for celebrating a recent installation until a scheduled workshop.
The commission approved the bylaws as amended after staff added language referencing the city rt plan and commissioners debated procedural language about how members should report absences. Staff said the draft will be forwarded to council for formal approval.
The meeting produced three formal actions: a motion to table discussion of a celebration for the Ken & Bryte installation and move that item to a workshop; a motion to create a maintenance policy subcommittee with staff and volunteer members; and approval of the amended bylaws to forward to council. All motions were made, seconded and carried by voice vote.
Commissioner J.R. Russell moved to form the maintenance subcommittee, the motion was seconded and the chair called the motion approved. The commission instructed staff to schedule the new subcommittee and to report back monthly.
Cynthia Mason, chairing outreach work earlier in the meeting, confirmed the commission is pursuing a $300,000 community project funding request through Rep. Rick Larson—or a Phase 2 feasibility study (the Oak Harbor Creative Arts Foundation submitted the application) and noted those fundraising efforts will be part of future council-bound agenda bills.
Staff and commissioners said the motions are intended to organize work so projects can be prioritized and presented to council with complete background documentation. The commission also directed staff to prepare agenda bills and financial breakdowns as needed so council sees the full project history when deciding on funding.
The commission adjourned at 6:58 p.m.; staff and commissioners plan a workshop to review the art-plan inventory and to set priorities and budget requests ahead of the city—iennial budget cycle.
