Consultant planner Eric Jensen of EJ Municipal Land Use Planning presented a slideshow covering the plan’s purpose, content, RCO eligibility, capital improvement planning and next steps.
Councilmembers identified errors on several facility form entries that staff will correct before final publication. No members of the public signed up to testify during the hearing. After discussion, Councilmember Bruce Straughn moved to approve Resolution 2026-04 with a specific revision permitting staff to update Appendix G (Facility Assessment Survey) as warranted over time; Councilmember Steven Glenn seconded. The motion passed by a 4–0 vote (AYES: Tom FitzGerald, Steven Glenn, David Griggs, Bruce Straughn).
The approved plan, as presented, frames capital improvement priorities and positions the city for eligibility for state grant programs referenced during the presentation. The Council’s recorded action permits administrative updates to the facility-assessment appendix without requiring return to the Council, a change staff said will allow the city to keep the plan’s facility information current.
