Board approves multiple 2026 capital-project contracts, pay estimates and chip-seal program

The Onalaska Board of Public Works on March 3 approved several 2026 capital-project contracts and payment estimates, including awards for concrete repairs, urban forestry, a park improvement project and a citywide chip-seal pavement program.
Staff recommended and the board approved the following awards by unanimous voice votes: • Madari Concrete — 2026 miscellaneous concrete project: $196,700 (apparent low bid). Motion by Sabrina Steger, seconded by Jared Holter. • Zilmer Tree Management — 2026 urban forestry program: $32,400 (budgeted at $55,000). Motion by Jared Holter, seconded by Kim Smith. • Winona Mechanical — Wellington Greens Park improvement (base bid plus alternate 1): $137,806. Motion by Sabrina Steger, seconded by Jared Holter. • La Crosse County — 2026 pavement maintenance (chip seal): $335,653.09. Motion by Sabrina Steger, seconded by Diane Wolf.
Public Works Director Jared Holter noted the city has longstanding relationships with several contractors and that the low bids are within available budgets for the respective projects. The board also approved six pay estimates dated 03/03/2026 from consultants and contractors listed in the packet; staff said no additional pay estimates had been added since the handout.
All motions were made and seconded on the record and approved unanimously by voice vote. The board recorded no dissenting votes or abstentions.
