One councilmember noted the community development director had been promoted and asked why the city still needs outside consultants; staff replied the director and other division staff do not hold the specialized building-official license and that using a consultant can be a cost-saving measure compared with hiring a full-time building official.
The motion to approve the amendment (with proposed oversight clarifications) carried on the vote.
