Council adopts FY2027 budget priorities, asks mayor to consider IBA recommendations

The San Diego City Council unanimously accepted the Independent Budget Analyst’s (IBA) FY2027 budget priorities report on Nov. 18 and directed the IBA to forward the revised report and council members' priority memoranda to the mayor for consideration in developing the FY27 proposed budget.
Lisa Byrne of the IBA reviewed the majority-supported operating and infrastructure priorities compiled from council memos, noting priorities that received majority support: affordable housing preservation and creation, expanded housing-stability and eviction prevention programs, implementation funding for the Climate Action Plan, pedestrian and bicycle safety investments, sidewalk and stormwater infrastructure work, and repairs and upgrades to parks, library and lifeguard facilities.
The IBA and committee recommended maintaining the Council Discretionary 1¢ transient occupancy tax (TOT) allocation at 4.28% for arts, culture and festivals (an amount currently estimated at roughly $14 million) and proposed that remaining TOT resources be used to help balance the general fund.
"We request that council consider the components of the Budget Committee's recommendations, including the majority supported priorities, the recommended 1¢ TOT allocation, and the expenditure priorities supported by four council members," Byrne said. Councilmember Foster moved the measure and Councilmember Moreno seconded it.
Members and multiple public speakers urged continued support for arts funding and greater investments in traffic-calming measures and public-safety infrastructure. The council voted to accept IBA Report 2532, as modified by the Budget Committee, and to transmit the report to the mayor; the motion passed unanimously (8–0, with one member absent). The council asked that revenue options and preferred resource ideas be included in priorities where feasible, and instructed the IBA to reflect the committee’s modification to include expenditure priorities that had at least four council supporters.
Next steps: the IBA will revise the report to reflect the council action and deliver it to the mayor’s office; the mayor will consider these priorities in preparing the FY27 proposed budget.
