Council adopts 2025 development code updates including changes to tavern and signage rules

Staff also reported a change to freestanding-sign setbacks, moving the measurement point to the back of curb instead of the property line to reduce modification requests. For marijuana establishments, staff said the maximum wall-sign area per elevation was increased from 25 to 50 square feet to accommodate businesses that occupy an entire building rather than a single storefront.
The presenter (city development staff) told the council the update also incorporated four changes required by recent Nevada Revised Statutes and that staff had reviewed the proposed changes with industry groups, including the Southern Nevada Home Builders Association and NAHOP, which staff said did not oppose the revisions.
Council asked a lighthearted question about the presenter's birthday during the presentation; the presenter confirmed it was their birthday. Council moved to adopt the code changes as the annual development code update and referred the adopting ordinance to the formal read; the clerk announced the motion to adopt (ordinance number 4118) carried with all members voting in favor.
The ordinance changes will be processed through the city's ordinance-adoption workflow; staff said they will continue to review additional NRS-required changes in future updates.
