Council adopts 2025 development code updates including changes to tavern and signage rules

City staff presented the 2025 Development Code update (Item 58), describing 36 individual code changes and highlighting several substantive revisions staff recommended for adoption. The staff presentation said the tavern standard was revised to allow the bar area to be enclosed "if the operator chooses," and that restaurant/bar standards were changed by removing the minimum seating requirement when there is no gaming component, which staff said would help smaller operators.
