MPO authorizes advanced funding agreement with TxDOT for active transportation plan

The MPO Transportation Policy Board approved Resolution MPO 2026-06 on March 31, authorizing staff to execute an advanced funding agreement (AFA) with the Texas Department of Transportation for an active transportation planning project.
Staff explained that the AFA is a prerequisite to move forward on the planning project. The MPO is eligible for the grant with no required local match, staff said, but remains responsible for any non-reimbursable costs. "We plan to not have any [non-reimbursable costs], so there should not be any impact to the MPO budget," the director said.
Commissioner Olga Ramos moved to authorize execution of the AFA; Mr. Garza seconded. The motion passed unanimously.
Staff will complete the agreement with TxDOT and proceed with project planning steps as allowed under the AFA.
