When a City of Clarksburg parks request for a one-day Renaissance Fair came before the board, commissioners amended the requested $2,000 to the policy standard of $1,500 for a single-day event and approved the amended amount. A separate multi-day community festival request was discussed and ultimately approved at the policy-appropriate amount ($3,000) after commissioners reviewed rental costs and program elements.
A substantive policy vote adopted a countywide donation, sponsorship and fundraising policy intended to create a clear audit trail and set department-level thresholds. Staff (Trey and Laura) described the policy as countywide — not limited to Parks & Recreation — and said thresholds would require departmental or commission-level approvals depending on donation size; commissioners approved the policy by motion and voice vote.
The meeting included a prolonged discussion about payroll-change notices that moved some security staff pay into commission budget lines rather than the levy. One commissioner warned against repeatedly shifting employees between pay sources, saying the practice erodes levy planning and diverts funds from other priorities. County staff said the sheriff and administrator had discussed options and that some salaries could be billed to the vital services levy next fiscal year, but acknowledged a budget revision would be required to make long-term changes.
‘Security is supposed to be covered by the levy,’ one commissioner said during the debate, voicing concern about recurring budget pressure. Staff noted that any permanent change would require a formal budget revision and additional planning for next fiscal year.
