The Lake Forest City Council on March 16 approved a slate of public-works contracts and renewals in an omnibus vote, including a major water-main replacement and resurfacing projects intended to be completed before the next school year.
Byron Coutts, superintendent of engineering, briefed the council on three capital-improvement projects: a 10-inch Green Bay Road water-main replacement on Green Bay Road from Linden to Greenwood (the existing pipe dates to 1924 and has experienced multiple breaks), targeted sidewalk trip-hazard repairs with an increased budget of $285,000, and resurfacing about 2.7 miles of streets funded through Motor Fuel Tax (MFT) funds with approximately $1.5 million allocated.
During the omnibus reading, the council approved (by omnibus vote) the award of the Green Bay Water Main Replacement and Valve Repairs Project to DeMeo Brothers, Inc. in the amount of $1,214,850 with a contingency of $55,150 (total $1,270,000). The council also authorized a third-year renewal with Schroeder & Schroeder, Inc. for concrete streets, curb and sidewalk replacement work not to exceed $310,000, and awarded the 2026 patching and resurfacing project to Peter Baker & Son with an authorization amount not to exceed $1,580,000.
Staff said the water-main construction is scheduled to begin around early June and finish before school resumes in August, and that resurfacing work will be staged to minimize disruption. Coutts confirmed the city will send resident notifications, post updates on the city website and social media, and maintain an internal GIS story map to show work locations.
The omnibus motion passed on a roll-call vote recorded as 8 yays, 0 nays.
City staff will return with scheduling details and pre-construction notices to affected neighborhoods prior to work starting.
