Pipestone County board approves software renewal and several construction bids

Pipestone County staff told commissioners they recommend renewing annual software licenses with DLT Solutions for $6,159.02 and exploring a three-year option to lower the annual cost. Staff said the licenses include Civil 3D and AutoCAD Lite seats and explained that vendors no longer offer perpetual licenses, requiring annual renewals.

The renewal drew no opposition after staffexplained the options. "I recommend going with a little bit from DLT Solutions for $6,159.02," the countystaff member said; the board approved the purchase and the vote carried as recorded in the meeting.

Engineering staff also reviewed recent bid openings. PNC Excavating submitted a low bid of $585,367.20 for a Marshall project (engineerestimate $543,694), and a bridge project in Osborne Township drew a low bid of $839,486.45 against an engineer estimate of $853,169.50. Staff recommended moving forward with the recommended contractors or reporting the bids for later award, and commissioners supported that course.

Staff said a larger High Road 25 project drew a low bid of $1,295,796.58 while the engineerestimate was $1,940,547.87; commissioners noted the disparity and discussed review of estimates before final award.

The board also discussed surplus-asset disposition: staff offered to compile photographs and an inventory and recommended exploring a combined online sale with neighboring entities for smaller items that may not cover advertising costs. No final action was taken on surplus sales.

Next steps: staff will finalize purchase orders, prepare bid award documentation for engineering contracts and proceed with the software vendor renewal as approved.
