The Planning Commission heard a rezoning application for 4700 Welcome All Road (case Z26‑002) and recommended approval with a change to an R‑5 zoning designation. Staff presented the case and stated its recommendation for denial, citing incompatibility with the submitted CUP application and plan. The applicant — Mike Lee of Tributary Homes — told the commission the developer had met with staff and the councilmember, revised the site plan to add a nature trail and gazebo, and kept lot counts and sizes the same; the owner (Byrnes of WePartner Group) said the intent was to develop 15 acres into 35 single‑family lots with local builders. Proponents from the community testified in support.
