Helen Reedman of the county planning staff told the council the applicant, represented by agent Myles Fransen, seeks to change the property from GR to General Commercial so the owner can retain the manufactured-home park designation while adding RV and camper spots for transient workers. "This is to rezone an 8.8 acre, grandfathered nonconforming mobile home park that's in the GR zoning district to general commercial," Reedman said, explaining the GC district would allow both a manufactured-home park and a campground designation the applicant needs.
Reedman noted the property fronts North Main Street, is deep and includes several older mobile homes; she said the request is consistent with the county's 2040 comprehensive plan and that the Planning Commission recommended approval. "The GC District is the only zoning district that would allow the applicant to do what they are proposing to do in addition to retaining legal status as a manufactured home park," she told council.
Council moved and seconded first reading on RZ 2601; a voice vote approved the measure. The ordinance will return for subsequent readings as required by county procedures.
The rezoning would permit the property owner to market some lots as RV or camper rental spaces to accommodate seasonal workers, something Reedman said is increasingly common and addresses a shortage of legal parking locations for RVs in the community.
Next steps: the item will proceed to additional readings before it becomes final; staff and the applicant will need to satisfy any site-plan or permitting requirements associated with the new zoning.
