Council approves Allegretto Vineyard Resort expansion, rezoning and related environmental addendum

The City Council unanimously approved a package of land-use actions March 17 to allow expansion of the Allegretto Vineyard Resort, clearing the way for an approximately 10.8-acre addition that would add hotel rooms, a conference center, villas and other amenities. City Planner Darren Nash described the proposal to reassign a cross‑hatched "bow tie" parcel (previously designated public facilities and owned by Cuesta College) to a parks-and-open-space designation with a resort-lodging overlay so it can be incorporated into the existing resort.
Nash said updated environmental review had produced an addendum to the existing 2012 mitigated negative declaration that addresses minor biological surveys, greenhouse-gas and air-quality best-management practices and transportation-related measures; the city's traffic engineer recommended a transportation demand management plan for large events. "We're looking at 93 hotel rooms, a conference center, a new restaurant, [and] a culture building," Nash said.
Arris Studio Architects' Tom Jess walked through building designs and the project's phases, highlighting a conference center with a grand salon and catering kitchen, a full-service spa hotel and villa units. Developer Doug Ayers said the expansion would proceed in phased construction, with rough timings of roughly two years per section. Public comment included requests that the resort remain considerate of student parking on the adjacent former college parcels; small-scale wildlife and road-width concerns were also raised by neighbors.
The council adopted, by separate motions, an addendum to the mitigated negative declaration and mitigation-monitoring program, a general-plan amendment, introduction by title-only of a specific-plan amendment and rezone ordinance, and approval of the development plan and conditional-use permit with amended engineering conditions. Each motion passed on a unanimous roll call. The approvals allow the applicant to proceed with entitlements; staff said title and deed issues between the college and purchaser — which could include donor restrictions — remain matters between private parties and would not stop the city from granting land-use entitlements.
