Summary
On March 9, 2026, the Mesa City Council unanimously approved multiple contracts and agreements, including a dollar-limit increase for police safety and medical supplies, replacement of 200 ballistic helmets, traffic management video wall upgrades, a Pinal Solar power-purchase/energy-storage agreement and an IGA to collect school recycling for Gilbert Unified School District.
The Mesa City Council on March 9 approved a package of contracts and agreements spanning public safety equipment, transportation technology, energy procurement and school recycling services.
Council members voted to increase the dollar limit on a term contract for safety and medical supplies for the Mesa Police and Public Safety Support Department and separately approved the replacement of 200 ballistic helmets for the police department. Public commenter Reggie Braun urged the council to prioritize investigative and counseling resources over tactical gear, saying some items in the police purchases look more like militarized equipment than medical supplies.
The council also approved a three-year term contract (with two-year renewal options) for traffic-management video-wall upgrades at the Transportation Management Center, which the Transportation director described as used to manage traffic in real time and shared with the police department and Mesa’s real-time crime center. Council members approved a power-purchase and energy-storage agreement with the Pinal Solar Project and an intergovernmental agreement with Gilbert Unified School District No. 41 for solid-waste recycling collection at school sites located within Mesa city limits. The council granted zoning approval for Mesa Premier RV and Boat Storage (zoning case 24-01027).
Eric Cadarian, director of the Transportation Department, said: “We use our video feeds to to manage traffic in a real time perspective. We do share our video feeds with the police department and the real time crime center. We don't know where the the feed goes after that.” Reggie Braun told the council the inclusion of helmets, shields and tactical masks on agendas described as 'medical' raised questions about procurement priorities.
Most items passed without a recorded roll-call tally in the public transcript; the meeting record shows motions passed unanimously or with a single absence: Council member Adams was recorded as excused from the meeting. The council characterized ordinance amendments later on the agenda as administrative changes required to comply with the Arizona Revised Statutes.
Next steps: approved contracts will proceed to the administrative execution phase; the council did not request additional public hearings on these items during the meeting.
