The Atwater City Council approved a use agreement on Nov. 10 that will let the Atwater Police Activities League (PAL) use city facilities, including the youth center and BMX track, as the nonprofit relaunches community youth programs.
Public works director Vincent presented the agreement and introduced Joe Hoffer, the PAL executive director, who described a relaunch that includes a Teen Advisory Council, junior baseball (Junior Giants), BMX track activities and boxing and football programs. Hoffer said the programs will be free to participants and rely on volunteers, donations and partnerships with the police department and city.
"Remember, every kid needs a PAL, and all programs will be free," Hoffer said, outlining plans to run BMX nights with bike refurbishment and to partner with national BMX and local volunteers to sanction events that could draw visitors to Atwater.
Council members thanked Hoffer and endorsed the relaunch; the council approved the use agreement by motion. Staff said the agreement is similar to previous PAL arrangements dating to the late 1990s and will allow PAL to reopen the BMX track and youth-center activities under the nonprofit’s management.
The agreement includes use of the BMX track and youth center for PAL activities; staff will coordinate scheduling and any necessary minor facility preparations. The city recorded the motion and vote as passing.
