Taylor Glendo, assistant planner, told the council the reintroduction (Municipal Code text amendment 24-01) corrects required findings following a January 29 letter from the Department of Housing and Community Development and adds two staff-recommended revisions: clarifying where EV charging stations are permitted and increasing the allowable attached-garage size from 441 square feet to 529 square feet to accommodate EV charging equipment.
"Service stations are not permitted by right in San Dimas; they are conditionally permitted," Glendo said in explanation of the EV-related language change. On the garage-size revision, staff said the new interior dimension target is 22 by 22 feet (with an additional foot for exterior walls) to better accommodate larger vehicles and charging equipment.
Council members asked technical questions about how staff arrived at the 529-square-foot figure and whether the EV changes would affect future garage-to-living-space conversions. Staff replied the 22-by-22 interior measurement drove the number and that attached garage space counted as part of an ADU would limit conversion to living space if tied to the ADU.
After discussion, Councilmember Matakos (motion) and another councilmember (second) moved to introduce Ordinance 13-21. The council voted by voice; the motion carried 5-0.
The ordinance was presented as an amendment to Title 18 (zoning): chapter 18.38 (ADUs) and chapter 18.17 (electric vehicle charging stations), along with associated cleanup items to ensure state-law compliance and alignment with the intent of those chapters. The vote was unanimous; staff said the changes reflected minor clarifications and public concerns raised during earlier review.
The council did not schedule additional hearings on this amendment and directed staff to proceed with the ordinance as reintroduced.
What happens next: with the council action, the amended code language will be processed per the city’s ordinance-adoption procedure; staff and the planning commission recommended the reintroduction and adoption.
