North Las Vegas approves sale of Old City Hall site to Agora for mixed-use redevelopment

The North Las Vegas City Council voted Oct. 15 to approve the sale of roughly 19.388 acres at 2300 Civic Center Drive to Agora Realty and to authorize a related disposition and development agreement to redevelop the former Old City Hall property.

Terry Sheridan of the city’s economic development team presented the proposal and the council’s recommendation for approval. Sheridan said Agora plans a mixed-use campus with a civic building, commercial space and private multifamily development and estimated the project will yield about $1,600,000 in new annual property-tax revenue once the site is private property.

Carrie Lefton, representing the developer, described the vision for a walkable downtown core with a civic building intended for city services, recreational facilities similar to a YMCA, an outdoor pool, a dog park and hard-surface courts. Lefton said the design and programing aim to create open fields and pedestrian-friendly retail so residents need not use a car to access basic services.

Council members praised the project’s potential to repurpose an underused city asset and to catalyze downtown revitalization. Councilmember Ron said the mix of housing, commercial space and civic uses fits the city’s broader downtown goals, and other members noted the project’s potential for short-term construction jobs and long-term economic activity.

The council approved the resolution finding the sale to be in the public interest and authorized the disposition and development agreement. No roll-call vote tally was recorded on the meeting transcript.

The agreement will proceed to implementation steps overseen by the city’s economic development staff and city attorney’s office. Sheridan acknowledged ongoing coordination with city manager and legal staff on final terms.
