Council approves SRS as C-PACE administrator only for expected Ameyalli application

The Midway City Council on May 20 debated whether to adopt a professional services agreement (Resolution 2025-13) naming Sustainable Real Estate Solutions (SRS) as Midway's administrator for the Commercial Property Assessed Clean Energy (C-PACE) program.
Consultant Theddi Chappell presented the C-PACE program, described benefits and eligibility, and explained that SRS would validate applicant eligibility and provide technical resources the city lacked. Council members questioned whether naming SRS as the city's administrator for three to five years locked the city into a state-recommended vendor and whether administration should be approved on a project-by-project basis.
A motion to approve Resolution 2025-13 as presented failed after votes split, with Mayor Celeste Johnson and Council Member Payne voting against the measure and Council Members Orme and Simons voting in favor. Following additional discussion, the Council approved a narrower motion to allow SRS to serve as administrator only for the anticipated Ameyalli application, on the conditions that Ameyalli pay the City's expenses and that the agreement meet the City Attorney's approval.
Council Member Simonsen said the Council should tie the approval to the Ameyalli project; that motion carried with Council Members Orme, Payne, Simons and Simonsen in favor (Drury excused).
