Atchison County adopts updated NRP draft, lowers project minimum to $5,000

At its March 17 meeting the Atchison County Commission approved a revised Neighborhood Revitalization Plan (NRP) draft that sets a new effective date of May 1, 2026 and lowers the program's minimum project threshold to $5,000. The board approved the draft after discussion and recorded two votes in favor and one abstention.

Chair presented the final NRP draft and said the plan's effective date and term were updated to run through April 30, 2030. "Consensus was to lower the minimum from the draft down back down to the 5,000 minimum," the Chair said when introducing the motion. County Counselor offered to prepare a new resolution that rescinds the prior resolution and states the new date: "I'd be happy to prepare that, and I can get the copy of the old resolution from Susan," the counselor told the board.

The commission's action implements changes discussed during a public hearing the night before that involved multiple participating governing bodies. The counselor clarified that the interlocal agreement that binds the cooperating entities does not require a public hearing; he said he will amend the interlocal and circulate it among the parties. The board's recorded vote shows one member abstained (the transcript records Commissioner Campbell saying "I'm abstain").

The county indicated the counselor will circulate the revised interlocal agreement and a clean resolution to participating entities and have the prepared rescission ready by next week. No financial allocations or final interlocal signatures were recorded at the March 17 meeting; the action on March 17 was adoption of the NRP draft and direction to finalize implementing documents.
