The Tyronox USD 4 6 Board of Education on March 9 received a detailed presentation on the elementary (TES) HVAC replacement schedule and voted to approve two HVAC service agreements for the middle and high schools.
Mr. Loomis, who the chair introduced to give the presentation, said Universal Construction supplied a month-by-month draw schedule showing how bond contingency funds and capital balances will be spent across the 2025–26 and 2026–27 fiscal years. “This kind of breaks down our financial implication by month,” he said, describing the schedule as a planning tool rather than a change to the project scope.
He told the board the summer construction plan divides TES into six classroom “pods.” The first pod is scheduled for completion on July 6, with phased completion across pods and an overall target near Aug. 7. Mr. Loomis said the contractor will either begin at the fifth-grade pod and move toward kindergarten or start at kindergarten and proceed upward, depending on final logistics. He said spring-break meetings with contractors will allow prefabrication and measurements to speed the summer work and reduce classroom disruption.
On operations and ongoing maintenance, Loomis described a proposed full-service HVAC agreement that increases preventive visits and places most routine repair risk with the contractor. “If we were to lose a compressor in the classroom wing, this contract covers that where there’s not an invoice for the repair for movable, maintainable parts,” he said, noting that the contract is costlier but provides predictable, budgeted expenses.
Board members asked whether teachers would be able to access and set up rooms before the school year. Loomis said some pods will be tight but that the district will open areas for teachers to set up as portions of the building are cleared and the site is safe.
Following the presentation the board approved several contract motions. The board voted to approve the TMS (middle school) HVAC service agreement with Helm for an amount not to exceed $10,272 and approved the THS (high school) HVAC service agreement for an amount not to exceed $92,580. Both motions were moved, seconded and carried by a voice/hand-raise vote; no roll-call tallies were recorded in the public transcript.
The board also discussed vendor strategy: Mr. Loomis said Trane was recommended for the high school because of familiarity with existing equipment, while Helm Group was competitive on the middle-school bid and is being given an opportunity to serve the district. The board and staff agreed to monitor vendor performance and noted the option to rebid after a year if needed.
The district will hold further conversations about warranties and whether to align (coterminous) TES service contract dates with other facilities to allow unified bidding in the future. The board did not announce additional substantive procedural steps beyond contract approvals.
The board recessed later in the meeting for an executive session; when it returned it announced no action coming out of executive session at that time.
